NIC District Center, Sirmour came into existence in 1988.   The district is rendering its IT services to District Administration since its inception in 1988.  As the time passed it has covered many other importance departments.

District Collectorate

 

REFNIC SW

 Refnic Software has been implemented in DC  office Nahan. All the diary & dispatch section officials are using the software.

Web Pass Software

Passport applications collected in the Passport Cell of the DC office are managing through the Web Pass Software and data is sending to the State Passport Cell for further immediate processing and online status is being provided on the internet to the citizens.

Planning Cell (Scheme Management Software)

 A Windows based Scheme Management Software has been implemented at District Planning Cell through which all the Proposals & Schemes are entering under various heads. Various MIS reports are also being generated for executive decisions making purposes.

eShastr (Arms License Issuance System)

 
The web-enabled work-flow application has been designed in such a manner that it meets the requirements of the Administration, fire-arm holders and dealers of ammunition. The objectives are the issuance, renewal of arms licenses, monitoring their usage through ammunition release and better control over the existing fire-arms in the State. This online Software is running at DC office Nahan.

Sugam Services Centres

 The Citizen Services Center named as SUGAM have been established at all Sub Divisional locations (Nahan, Paonta & Rajgarh) & RTO Office Nahan of the District. The SUGAM center has different number of counters for delivery of Services to the citizens and a reception for guidance. There are different services which are being provided under a roof. The main services which are offering in these centres are:-

       SARATHI- Issuance\Renewal of Computerised Driving Licenses

       VAHAN-Registration of Vehicles

       Certificate issuance

       Telephone bill payments

       Electricity bill payment

       Passport Application Collection

eSamadhan (Online Public Grievance Redressal System)

eSamadhan a web-based system ( http://admis.hp.nic.in/esamadhan) for online grievances monitoring & disposal, covering all departments top from Chief Minister Office down to the District/Sub Division & Tehsil level line departments to immediate redressal of public grievances in a time bound and transparent manner. The portal is connected with SMS Gateway Service through which a person is immediately getting the status of his grievance/complaint directly on his mobile phone.

Electronic Gazette

The online software is providing the notifications to the Controller of Gazette for publishing these in the Gazette (Rajpatra). The departments submit their content through the web-based SW and the Gazette officials use this content to prepare the final gazette which is published on the Internet at http://himachal.nic.in/egazette. The citizens and departments have access to the search interface by selecting department, date, keyword etc. 

Personnel MIS

The Personnel MIS is a convenient and effective monitoring tool for   employees to view their service book details covering personal, professional, family, education, training, leave, loans, ACR, Service History etc. details can be obtained at a click of button. It is of immense benefit to the employees since they can view it from even the remotest corner of the state.

Reveue Court Monitoring System(RCMS)

This is the software developed as a distributed application to manage the Cases and their proceedings at Revenue Court of different level in the state.

The district official web site http://hpsirmaur.gov.in is designed & maintained by the NIC District Centre in coordination with the district administration. The detailed information on the web site about the district is a major source of information for citizens.

RLA & RTO Offices

 

Vahan (Registration of Vehicles)

Registration of Vehicles is being done through Vahan software a National Level Software which provides computerized RC and other office management reports, statements of the vehicles. The Software is running in below locations of the District:

1.      SDM Office Nahan

2.      SDM Office Paonta Sahib

3.      SDM Office Rajgarh

4.      RTO Office Nahan

Some of the advantages of this software are as:

       At owners request, for a theft case, the record of the vehicle can be locked.

       An owner can verify the results of the fitness test, in case his vehicle fails the test.

       A person intending to buy a second hand vehicle can verify its encumbrances.

Better Management Control

       Figures related to different types of vehicles registered in a year.

Information Access to other Agencies:

       Giving data about traffic violators to the traffic police.

       Giving tax related data to the Tax department

SARATHI- Issuance\Renewal of Computerised Driving Licenses

 SARATHI is software through which all types of driving licenses are issuing by all the RLA/RTO of the district.

The main advantages of the Sarathi are as:

       Provide the user with an error free driving license in the form of a laminated card.

       To reduce delivery time.

       To eliminate forgery, as applicant will have to be personally present for his digital photograph and signatures. This also eliminates the involvement of middlemen.

       The database created after the computerization facilitates the query by License Number, Name, Date of Birth, Blood Group etc.

       The information required by Police and Insurance companies will be available at the shortest time possible.

       Easy and systematic maintenance of records.

Revenue Department

 
Land Records Computerisation

 In the district total 9 out of 10 Tehsils have been made operational. The base entry of the Jamabandis of all the Tehsils has already been feeded. The mutation data entry & updation process is going on and new Jamabandis created automatically by HimBhoomi software. Computerised copies of RoR are being issued to citizens from Tehsil/District centres of district Sirmaur.

HIMRIS (Registration of Land Deeds)

The computerized registration of Land Deeds has been done at all Tehsils. The advantage of this software is soon the software would be integrated with land records software so that automatic updation of mutation should be done as soon as the registration process becomes over.

eParman (Issuances of Certificates)

The eParman software is running in all the 3-Sub Divisions & all the 10-Tehsils/Sub Tehsils to issue the computerized various types of certificates like Bonafide, SC/ST, Legal Heirs, Backward Class, Character certificates etc.

Irrigation Census

4th Minor Irrigation Census data entry has been completed. The Information like the origin of the source, its length, area covered and ownership etc. were fed against each source, along with other details, for all revenue villages. Once fed and validated, various MIS reports were printed and given to the department along with the data on media, which in turn was sent to the Ministry for further utilization in sanctioning the schemes for developing irrigation sources.

Treasury Department

 
eSalary (Integrated Pay & Account Office computerisation):

The eSalary software covers all employees of the State Government in processing and generating their salary bills. Result of a major Government Process Reengineering, the  task of payroll processing is assigned to three designated IPAO treasuries in district Sirmaur. The departments just need to update their changes on the web-based software or at the designated IPAO and salary cheque can be taken. The employees can view the salary details at  http://himachal.nic.in/treasury/esalary.htm.

HPOTIS (HP Online Treasury Information System)

Online Treasuries Information System (OLTIS) has implemented in the District Treasury Office Nahan & in all of its sub treasuries offices. The daily account details is also hosting on the State Web Portal for online access of the information.

ePension

 
 ePension software  has been implemented in the District treasury Office Nahan which is managing the Pension Scrolls Arrear calculation etc for the State  Government pensioners drawing their pension in district Sirmaur and providing them with a citizen  interface at http://himachal.nic.in/epension.

Police Department


CIPA

 CIPA implemented in  Police Stations of the District Sirmaur. Through the online entry of daily crime report, FIR and rojnamcha  is feeded. Software is running in 5 Police Stations of the district. It is providing an efficient way of organising crime records for generating queries/reports and crime analysis for decision support.

Welfare Department

eKalyan Software

 eKalyan Software is a new Windows Based Software which is recently implemented earlier UNIX based Welfare Pension MIS software was running covering all around 17300 pensioners under various categories of the district. Through the eKalyan Software Money Orders, Bank Scroll, Post Office Scroll and various other office MIS reports are generating.

ePehchan Software

 This software is also now shifted onto Web Enabled software. Now online data is being maintained and the software is used to issue the Senior Citizens Identity Cards & Handicapped Identity Cards is running at District Welfare Office Nahan. The verification of a card can be done though internet.

Rural & Panchyati Raj Department


NREGA Offline Software

Under the National Rural Employee Guarantee Act the Offline version of the Software is running in the District at Block & Panchayat level.  The data from panchayats is being collected at block level then after merging the data further collected at District level at DRDA office as well as ported on the National Rural Portal.

PLAN PLUS Software

PlanPlus is a software developed by NIC, under guidance and direction from Ministry of Panchayati Raj, in order to demystify and strengthen the decentralized planning process. The software is a web-based software and captures the entire planning workflow starting from identification of needs, the plan approval process till the final approval by the District Planning Committee. The software is highly generic and can be extended to capture the plans prepared by line departments at the state and central level to generate the National Plan.

Electoral Roll of Panchayat Elections

The online software for the preparation of Electoral Roll of Panchayat Elections is being maintained & updated through this computerized online software named as ERMS.

Labour Employment


eRozgar (http://admis.hp.nic.in/eemis)

The computerization of District Employment Exchange Nahan and all Sub Employment Exchanges offices have been done. Now all the Employment Exchanges including Sub Employment Exchanges have been online with State Job Portal. Now, one can send online request for the registration in employment exchange through web also.

Computerisation of Courts


The District Court Computerisation is a major project earlier Unix based software was running which was generating the daily Cause lists and providing the word processing facilities to the officials of the district court.  But now with the advancement of technologies new vision has been set for the Courts to implement the eCourt project. Through which latest hardware/software & infrastructure, Citizen Judicial Services Counters & Video Conference facility directly from the Central Jails/Courts located anywhere in India will be provided. The eCourt Software rollout is operational in the district.

Election Department:


Support to Election department in conducting Assembly Elections 2007 and by-polls covering Randomization of Polling Parties, results compilation  & transmission and  training. A software DISE is used in every elections for this process. During the Lok Sabha Elections-2003 & 2004, 2008 NIC Sirmaur transmitted data / trends / results directly to Doordarshan through Internet via web based interface. This was a paid projects and NIC officers completed this job successfully by setting up the necessary hardware, dial up connectivity at the Counting Centres.

The new online eMamata Software for tracking of pregnant mothers and children for ANC, immunization etc  has been implemented in District Sirmaur.

Agricultural Marketing Committee (AGMARKNET)

Agricultural Marketing Information System is running at Nahan, Paonta Sahib & Bagthan. The daily mandi rates of commodities coming for sale at mandi are being entered on the Agnarknet website (http://agmarknet.nic.in). This project is benefitting the general public, salesman and farmers etc. They can know in advance the prevailing prices of all the commodities in any of the mandis all over India.

Network Services


NIC District Centre Nahan is connected with 34
Mbps leased line for Internet, Email, VC and web-services. A Local Area Network (LAN) has been established at DC Office covering all the branches of the DC Complex. As an alternate VSAT satellite connectivity is also available at NIC office for the same purpose with DAMA telephone.

Establishment of State Wide Area Network in the District


To establish Himachal State Wide Area Network (Him-SWAN) in the District HQ Nahan and all its tehsils a POP Centre (Point-of-Presence) has been established and working which are connected with the district HQ and further with the State Govt. Network. With the establishment of this fast State Wide Area Network the G2C & G2G services have becomes more faster.
